1. approach/departure route operations may be conducted on any unobstructed route from 139deg clockwise through 08r relative to true north, using the center of the tlof as a reference point, provided the following: a. no approach/departure route(s) may be authorized by the proponent for use in flight operations if it contains underlying obstructions that penetrate an 8:1 plane (7.125deg) from ground level at the edge of the fato outward to a distance of 4,000 feet ("penetrating obstructions "), regardless of whether or not those obstructions are under the control of the proponent. b. any approach/departure route(s) authorized by the proponent for use in flight operations must be kept clear of penetrating obstructions. the proponent must survey the trees north of the heliport (table 1, item 1) to ensure that these objects do not penetrate any intended approach/departure surface. c. penetrating obstructions must be lowered or removed ,or approach/departure routes must be altered in order to avoid them. d. the fato/safety area must be kept clear of objects that exceed a height of 2 inches above the fato elevation. e. objects that penetrate the object identification surfaces (ref. ac 150/5390-2c, par. 416 and fig. 4-32) underlying any approach/departure surfaces must be marked and/or lighted in accordance with ac 70/7460-1, as amended. all operations must be conducted visually...
